    Job Description 
    • Define standards and guidelines for governance on SOA/Middleware platform
    • Evaluate Enterprise level systems architecture and direct the design and approach to deployment.
    • Design scalable applications architecture based on trend analysis of current usage and the forecast and benchmark application capabilities based on projected growth.
    • Develop technology blueprint covering Infrastructure and Applications in-line with MTN groupIT framework.
    • Manage systems design and development process to ensure optimal support for product specifications 
    • Direct necessary checks to ensure  development activities conform to the objectives set out at project initiation
    • Manage relationship with internal and external customers and suppliers to ensure MTNN gets value for money on all technology decisions. 
    • Manage the day to day working relationship between the Solution Delivery, Service Delivery and Infrastructure Services to plan and execute integration strategies necessary for the integration of information or functions between key application services and systems.
    • Ensure compliance of the solutions with established architecture standards especially capacity and performance.
    Requirements
    • first degree in Computer Science, Information Technology/Systems  or a related discipline 
    • Possession of a post graduate degree in related field will be an advantage 
    • TOGAF certified
    • Minimum of eight(8) years work experience of which: 
    • 2 years in a supervisory/managerial capacity
    • 5 -6years Enterprise Architecture experience (Business, Data, Applications, Technology) and integration of applications and technology in a complex environment
    • 3 years experience in SOA/EAI /Portal implementation. 
    • In-depth knowledge of EA frameworks, NGOSS & Telco 2.0 
    • In-depth knowledge on Infrastructure technologies covering Servers and Storage solutions and the architecture driving their evolution.
    • experience in Enterprise Architecture Governance and standards

    To support the achievement of Country Plan objectives through effective implementation, monitoring and evaluation of customer service. Offering support to Examination Services in Nigeria in delivering examinations and to maintain them at the highest professional standards as set out in the British Council's Exams quality Standard (EQS) and related examination bodies.

    Context and Environment
    Nigeria Exams is the largest British Council exams business in the Sub Saharan Africa region. It administers exams in four subject areas: Schools, Professional/Vocational, Educational on behalf of UK institutions and IELTS. In 2011-12 we delivered roughly 65,000 exams to 25,000 candidates. The team comprises 20 people and are based mainly in Lagos with four in Abuja and three in Port Harcourt.

    The SSA region delivers exams in over 20 countries from its offices in 16 of these countries. In 2010, we delivered a quarter of a million exams to over 100k candidates. Growth in the region is robust, but our challenges are many. Nevertheless, Exams teams are making solid gains in our 4 strategic priority areas, namely: improving business performance, improving quality, improving financial compliance and increasing impact.

    The post holder will be part of a team of 4 who administer the growing exams business ensuring quality and compliance as well as control of income and expenditure to deliver on target. Support will be required for the delivery of tests in Abuja and outreach centres in Nigeria.

    Job Description
    The Global Partnership Facility (GPF), through a contribution by DFID in Nigeria, has made possible the establishment of a trust fund to support Improving Economic Governance in Nigeria. The trust fund provides support in six areas:
    • Accountability and transparency of the financial reporting in the oil and gas sectors;
    • Improved governance of service delivery – mainly in primary education;
    • Improved PFM transparency, accountability, effectiveness and sustainability primarily at state level;
    • Increased engagement of citizens in the development process in the Niger Delta states of Edo, Rivers, Bayelsa and Delta;
    • Increased citizen voice and inclusion to strengthen voice and inclusion and social accountability; and
    • Provision of just-in-time governance advice, knowledge, dissemination, mainstreaming, and program management on the governance agenda in Bank operations.
    Each of the six areas are managed by World Bank Task Team Leaders.

    The trust fund activities are in the main tied to ongoing and planned World Bank operations and associated government counterparts. The trust fund is set up to be implemented in two phases. The first phase running from October 2011 to February 2014 will serve to test areas of engagement, solidify counterpart engagement and achieve preliminary results. As second phase, envisioned the period from February 2014 to December 2017 will constitute the implementation phase.

    Through all components, the trust fund will support the implementation of a "Strengthened Governance Approach" in the World Bank in Nigeria. The concept note for the approach is attached to these terms of references. The World Bank is looking to recruit a one year term staff specialized in broad governance issues with a focus on political economy, open government and demand side issues, to facilitate the joint implementation of the approach  and trust fund.

    Duties and Accountabilities
    The selected candidate will report to the AFTP3 Sector Manager in Washington and will work closely with the task team leaders and decentralized Cluster Leader (CL) based in Abuja.  S/he will be expected to carry out the following duties:
    • Support the day to day implementation of the Programmatic Approach to Governance in Nigeria.
    • Function as a Secretariat to GPF trust fund Management Committee
    • Support the day to day implementation of the GPF Trust Fund for Strengthening Economic Governance in Nigeria
    In doing the above, S/he will:
    • Support World Bank task teams in using political economy and governance analytical tools throughout the operational and analytical project cycles with a view to improving their development effectiveness,
    • Function as a Secretariat to the multi sectoral Governance Filter team, supporting task teams ahead of concept note and decision meeting reviews, brief the CD and providing follow up, as needed to sector teams,
    • Improve the linkage of supply and demand side interventions throughout the Bank portfolio,
    • Work with sector colleagues and, in particular, EXT colleagues to find new ways to engage external stakeholders disseminate Bank products with a view to improving the environment for information and transparency.

    Role Summary/Purpose:    
    Provide planned and unplanned maintenance services to GE Gas Turbines and Process Compressors at Bonny Island CSA site. Provide operational support to customer for trouble shooting, alarm and trip diagnosis through Energy Services Product Services Engineering. Outage planning with customer and CSA site team. Deliver all aspects of Contractual fulfillment in a timely and quality manner. Work for sustained growth opportunities through demonstration as a customer fulfillment agent

    Essential Responsibilities:   
     
    The Mechanical Engineer will support the Service Director in the execution of the Agreement. The Mechanical Engineer will take primary responsibility for the management of all mechanical covered equipment. His responsibilities include but are not limited to:
    • Coordinate the Field Services, Oil & Gas Services, Repair Services and parts center activities to meet Contractor's obligations under the Agreement.
    • Conduct maintenance planning, pre-Outage, Outage and post-Outage planning activities.
    • Assist the customer with regular reviews of maintenance activities.
    • Forward and discuss Technical Information Letters (TIL's) to the customer; plan the agreed upon implementation of any recommendations.
    • Respond to the customer's technical inquiries utilizing GE Contractual Services (GECS) and Oil & Gas technical support services.
    • Provide information regarding the latest advancement in Conversion, Modification and Upgrades (CM&U) opportunities to the customer and assist with implementations of any recommendations.
    • Work with the customer's site teams to develop maintenance schedules, which optimize Covered Unit reliability and availability.
    • Maintain a maintenance history for the Covered Units.
    • Take the lead in diagnosis and resolving maintenance or operational problems on the Covered Units with support of customer's operation & maintenance staff.
    • Perform the on-Site inspection of all Parts (new, used or refurbished) for completeness, correct execution against drawings, damage, etc.
    • Provide on the job training of customer's operation & maintenance staff.

    Qualifications/Requirements:    
    • Degree in Mechanical Engineering or Equivalent.
    • Minimum 5 - 8 years GE (or equivalent) Technical Experience as Field Service Engineer or Technical Advisor.
    • Strong knowledge and hands on experience of GE 6B and 7EA Gas Turbine, Generators and Process Application Axial/Centrifugal Compressors.
    • Ability to interpret P&ID and other equipment drawings
    • Good communicator… able to work effectively internally and externally
    • Ability to learn and train/teach internal and external customers
    • Confidence / assertiveness with strong influencing skills to generate extra work growth opportunities.
    • Adaptable/flexible: open to change in response to new information, different or unexpected circumstances, and/or ambiguous situations.
